Reiner (Corvidan: REINƏR) is an Oxana-born Irynian politician who served as Governor from 1018 to 1020, previously serving as a District Representative for Parliament Park from 1016 to 1018. He also was a serial killer active for the entirety of that period; 6 of his victims have been confirmed, but it is likely that his total body count was far higher. After his criminal activity was discovered, he was summoned back to Oxana for trial, convicted, and sentenced to permanent exile. His current location is known only to the Oxana and Irynian governments.

Early Life


Reiner was born in 998 to unknown parents in an unknown part of Oxana. Lord Peter Argyris was given legal guardianship of Reiner, agreeing to provide food, shelter, and employment to him for the duration of his legal minority.[1] His name at the time was Percy; it is unclear if that was the only name he had used previously. In exchange, Reiner was required to serve as Lord Peter's domestic servant, given responsibility for tasks such as cleaning, running errands, and secretarial work. Although the circumstances of the arrangement's inception remain unclear, it is likely that Reiner did not consent to them. People familiar with Reiner at the time described him as polite and hard-working, but moody and often visibly disgruntled.[2]

Legal and Politial Career


On Day 13 of Month 1, 1014, a ship called the SS Harpy caught fire and sank in the Irynian harbor. Iryna PD investigated the incident but found no probable cause for foul play, ruling it to be an accident.[3] One of the passengers who was interviewed by the PD gave his name as Reiner, claiming to be an Irynian native who had recently graduated from Oxana University's law program. He presented an OU diploma as proof of his identity, and began a legal career in Iryna shortly afterward. At the next election, he successfully ran for District Representative of Parliament Park. He proved to be an energetic, active, and vocal defender of his district's interests, winning him enough city-wide renown to be elected Governor after Vincere Wray's retirement in 1017. As Governor, Reiner gained a reputation for his direct communication style, authoritative leadership, and magical talents.

Capture, Trial, and Exile


On Day 8 of Month 1, 1014, the ancestral home of the Argyris family was discovered to have burned down during the previous night. Although only one body was found in the mansion's remains, it was assumed that both occupants of the home, Percy and Peter, had died in the fire.[4] It was not until 1020 that Iryna PD Inspector Neeka, with the help of anonymous associates, connected Percy to the seemingly-unrelated Reiner, who arrived in Iryna on a ship that had left Oxana on Day 8. People who had known Percy in Oxana were able to identify Reiner as the same person, despite several years having passed since they had seen him last. Neeka and her associates were also able to identify a motive for the suspected arson: an arcane instrument known as the Sanguine Dagger, which previously had been connected to the Argyris family, was found to be in Reiner's possession. The Sanguine Dagger was linked to the unsolved murders of several Irynian residents; in all cases, Iryna PD Superintendent Kellen Ridge had been ordered by Reiner to halt any investigation into these crimes. One of the murder victims was former Champion Kesti Kor'onen; Neeka was assisted in her investigation by Madeleine, Kesti's successor, who wished to avoid a similar fate. With this chain of inferences, Neeka felt confident in her assessment that Reiner had been the perpetrator.[5] She forwarded the information to Oxana authorities, who responded by conducting an independent investigation to verify her claims. They then sent the following missive to Reiner at his residence in the Governor's Mansion:

Dear Reiner, Governor of Iryna - We are writing to request your presence in Oxana City, ideally within the next 5 days, to receive your assistance with a criminal case currently under investigation by the Oxana Police Cold Case Unit. We have reason to believe you have important information pertinent to the case, and would greatly appreciate your cooperation in its investigation. We eagerly await your arrival. We've chosen to be gracious, and offer you the chance to answer for your actions in a civil manner. If you decline to take this offer, we will be forced to extradite you to Oxana, whether you would like to return here or not. Best regards, Oxana PD[6]

Reiner responded by giving a speech to the people of Iryna explaining the situation (although omitting some important details[7]) and teleporting directly to Oxana to meet with Oxana Police. After briefly attempting to evade custody, he agreed to cooperate with the Police. He was given the option to face trial in Oxana for the crimes he had committed there, or to face trial in Iryna for much more serious charges. He elected to remain in Oxana, representing himself in a criminal trial that lasted several months and attracted considerable international attention. He was found guilty of arson, manslaughter, fraud, and evasion of arrest; his sentence was permanent exile from both Oxana and Iryna, with the exact location of his exile being hidden from the public.[8]
