Neeka is the current Governor of Iryna. Previously, she was an Iryna PD Inspector who achieved Archipelago-wide renown after exposing the criminal history of then-Governor Reiner. She was elected to the position of Governor in 1020 after Reiner's arrest, and took office in 1021.
After graduating from IMI with a degree in Restorative Magic, Neeka joined Iryna PD as a first responder. Neeka rose through the ranks, taking on increasingly managerial and investigative duties, before being promoted to Inspector by Superintendent Kellen Ridge. As his direct subordinate, Neeka bore witness to the Superintendent's suppression of police investigations, and made the decision to continue her inquiries outside her official role as Inspector.[1] With the help of anonymous whistleblowers recruited through the Adventurer's Guild, Neeka compiled evidence of then-Governor Reiner's criminal activities and submitted her findings to the Oxana authorities, which led directly to Reiner's eventual arrest.[2]
In an address given directly after Reiner's arrest, Champion Madeleine announced that she would be hiring Neeka as an independent contractor to continue her investigation into Reiner. Although enough evidence had been gathered to arrest Reiner in Oxana, the full extent of his crimes in Iryna was not known, and Madeleine believed that the Irynian people deserved closure.[3] Neeka resigned from her position at Iryna PD to devote herself to this investigation full-time, no longer needing to rely on anonymous informants to avoid reprisal from Superintendent Kellen Ridge. After three months, Neeka published a report[4] through official Governor's Mansion channels identifying all murders committed by Reiner from 1014 to 1020. This report became one of the Mansion's most widely-circulated publications, and Neeka was publically celebrated for her investigative rigor.[5]

Following his arrest, Reiner was removed from the position of Governor, and a new election was held to select his successor. Neeka announced her candidacy in an interview with The Inquirer.[6] She declared her intention to completely dissolve Iryna PD, creating a new law enforcement agency called the City Guard with increased accountability. She also pledged to work together with Champion Madeleine to address the pervasive issue of homelessness. Neeka won the election[7], taking office on Day 1 of Month 1, 1021.
In 1020, Neeka first encountered Lucine in what Neeka wryly described as an "unconventional meet-cute".[6] Lucine was mortally wounded by a person posing as Selwyn, the Champion Tournament officiant, who was attempting to rig the tournament final in Madeleine's favor. Neeka was the Iryna PD first responder who resuscitated Lucine.[8] The two began a romantic partnership shortly afterwards, and currently live together.
Outside of her work, Neeka is also an avid motoric enthusiast. Her favorite beverage is tea.[6]
