
Iryna PD was the former law enforcement agency of Iryna. On Day 1 of Month 1, 1021, it was dissolved by Governor Neeka and replaced by the City Guard.[1]
The official responsibilities of Iryna PD were enforcing Irynian law by investigating potential crimes, gathering information from crime scenes and witnesses, and arresting suspected criminals. The agency had a rigid chain of command: Officers patrolled and investigated at the direction of Inspectors, who were in turn supervised by the Superintendent, who answered directly to the Governor's Mansion. For both Officers and Inspectors, acting on one's own initiative was heavily discouraged, with a strong emphasis on following procedure and obeying direct orders from superiors. This policy, among others, contributed to growing frustration among Irynians that Iryna PD did very little to address public safety concerns, instead meting out justice in an arbitrary and potentially even prejudicial fashion. Iryna PD officers were known to be dismissive of concerns that they did not perceive to be of sufficient criminal urgency, forcing the burden of proof onto victims and other community members instead of responding to complaints with rigorous investigation. Some Irynians became so jaded with law enforcement that they instead brought reports of criminal activity to the Adventurer's Guild, hoping to achieve a feeling of closure or security with the help of freelance investigators. Iryna PD could be relied upon to take immediate action against the most notorious criminals, or those who committed crimes directly against the state, but many criminals went unpunished if Iryna PD considered them "not worth investigating".
Iryna PD's generally-negative reputation was even more severely damaged when the criminal history of Governor Reiner was made known to the general public.[2] Due to the strictly hierarchical structure of Iryna PD, Reiner was able to use his position of power to not only avoid punishment for his criminal activity, but actively suppress investigation into any crimes he had committed. It was ultimately this suppression of cases that attracted suspicion from Neeka, a veteran Inspector who was explicitly barred from investigating a seemingly-routine murder case by Superintendent Kellen Ridge. At the risk of being fired or even arrested for independent investigation, Neeka continued pursuing the case on her own time, aided by adventurers from the Guild. Her investigation eventually led her to collect enough evidence that, with the help of Oxana authorities, she was able to ensure Reiner's arrest on Day 8 of Month 5, 1020.[3] Initial reactions from the public were a mix of admiration for Neeka's bravery and deep disgust with the conduct of Kellen Ridge, as well as Iryna PD as an agency.[4] Previously seen as flawed but functional, Iryna PD was denounced for acting wholly against the interests of the Irynian people. In the aftermath of Reiner's arrest, new elections were held, and Neeka won the vote with a promise to completely overhaul Iryna PD into a new organization that would address its failures. The City Guard was founded on Neeka's first day in office in 1021, and Iryna PD was dissolved the same day.
