Fiona (Corvidan: FIONĘ) is the founding Director of the City Guard, and was formerly the lead dispatcher for EMS. She also was a semifinalist in the Champion Tournament in 1020.
Fiona began her career as a first responder after completing a medical apprenticeship at Iryna General. Fiona established a reputation as a multi-talented mage who was equally skilled in conflict resolution and healing magic. She became a team lead, then a dispatcher, before eventually overseeing the entire dispatch operation; nevertheless, Fiona still filled in as a first responder when no one else was available.
On Day 30 of Month 1, 1020, then-Governor Reiner announced the Champion Tournament, a public tournament whose winner would be selected as the successor to Champion Kesti Kor'onen.[1] Fiona entered the Tournament because she felt burnt out by dispatching for EMS; although it was emotionally fulfilling, it was also immensely stressful and fast-paced. Fiona hoped to enact long-term positive change on a societal level instead of focusing solely on short-term emergencies.[2] Fiona reached the tournament semifinals before losing to Madeleine, the tournament's eventual victor.
Despite not winning the Champion Tournament, Fiona's participation brought her to the attention of Neeka. Although at the time she was still an Inspector for Iryna PD, Neeka was beginning to plan a campaign for Governor. Her ultimate goal was to restructure the PD into a more accountable law enforcement organization, but she would not be able to lead it herself, if she was elected Governor. To Neeka, Fiona was the obvious choice:
I've had the pleasure of working with Fiona many times over the years, and I've always been impressed by her level-headed and compassionate leadership. I feel very fortunate that she was already interested in leaving her position at EMS, because I'm not sure where else I would have found someone so qualified to head the City Guard. I fully trust her to ensure that the Guard becomes a force for good in Iryna.[3]
Fiona took office as the Director of the newly-formed City Guard on Day 1 of Month 1, 1021.
